On July 21, 2023, the Notice was issued, pursuant to the Decree of April 19, 2023 published in Official Gazette No. 152 of July 01, 2023, containing the procedures for submitting applications for access to the construction of photovoltaic systems to be installed on buildings for productive use in the agricultural, livestock and agro-industrial sectors, to be financed under the NRP, Mission 2, Component 1, Investment 2.2 “Agrisolar Park.”
Applications must be submitted through the IT Platform prepared by the GSE Implementing Entity, which can be accessed from the GSE Customer Area from 12:00:00 noon on September 12, 2023 until 12:00:00 noon on October 12, 2023.
To encourage the development of renewable energy and the reduction of production costs of enterprisesa grant of up to 80 percent for the construction of photovoltaic systems. Beneficiaries are enterprises in the agricultural, livestock and agro-industrial sectors.
Forty percent of the resources are earmarked for financing projects to be implemented in the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily.
It should be noted that investment aid is granted only to new plants and is not granted or disbursed after the plant has started operation and is independent of production.
Beneficiary Subjects must implement, test and report on the interventions within 18 months from the date of publication of the list of eligible beneficiaries.
The expected contributions
Specifically, the decree, “Interventions for the construction of photovoltaic systems to be installed on buildings for productive use in the agricultural, livestock and agro-industrial sectors,” provides:
- 80% non-repayable subsidy for primary production farms throughout the country within the limits of self-consumption, with the new case of “shared self-consumption. ” Budget of about 700 million euros;
- up to 80 percent non-repayable subsidy and possibility of selling the energy produced on the market, with no self-consumption constraint, for agricultural product processors. Budget of about 150 million euros;
– Investment aid in the sector of processing agricultural products into non-agricultural products, (exempted under EU Regulation No. 651/2014): contribution for enterprises located in Sardinia equal to:
– 45% Large Enterprises;
– 55% medium-sized enterprises;
– 65% small businesses.
– Aid for investment in primary agricultural production exceeding the self-consumption limit (exempted under EU Regulation No. 651/2014): contribution for enterprises located in Sardinia equal to:
– 45% Large Enterprises;
– 55% medium-sized enterprises;
– 65% small businesses
Fundable projectsand eligible expenses
- Construction of photovoltaic systems of new construction and with a total peak power (expressed in kWp) of not less than 6 kWp and not more than 1,000 kWp, exclusively for projects whose electricity produced will be used to meet energy needs related to self-consumption or shared self-consumption; only for primary agricultural production enterprises (in single or associated form) will it be possible to produce in addition to their own energy needs, in which case they will benefit from a reduced facilitation.
- Installation of storage system;
- Installation of charging stations;
- Complementary interventions (Asbestos removal and disposal, roof thermal insulation, implementation of ventilation system connected with roof replacement or air gap);
- design, asseveration, and other professional fees required by the type of intervention;
- vat provided that this is not recoverable in compliance with the relevant national legislation.
Expenditure ceilings
– The maximum eligible expenditure per individual Proposal, including any complementary interventions, may not exceed 2,330,000 euros, broken down as follows:
(a) up to 1,500,000 euros for the installation of photovoltaic panels;
(b) up to 700,000 euros for complementary interventions (asbestos removal, ventilation, insulation);
(c) up to 100,000 euros for storage systems;
(d) up to 30,000 euros for charging devices.
